Iranian Resistance reveals Khamenei’s detailed blueprint for crushing Iran’s January 2026 uprising

On Tuesday, February 3, 2026, the National Council of Resistance of Iran (NCRI) exposed the internal mechanisms of the mullahs’ terror apparatus during a press briefing in Washington, D.C. Newly obtained classified documents and audio recordings from within the regime reveal that the mass killings during the recent January 2026 protests were not a spontaneous reaction to unrest, but the execution of a “coordinated plan” approved personally by Supreme Leader Ali Khamenei. Alireza Jafarzadeh, deputy director of the NCRI’s Washington office, said these documents “were obtained from within the regime” by the network of the People’s Mojahedin Organization of Iran (PMOI/MEK). They prove that the regime, terrified by the explosive state of Iranian society, had prepared a “blueprint” for mass murder to ensure its survival. “This was not panic. This was a plan,” Jafarzadeh told reporters. “They anticipated a national uprising — and prepared to crush it.” The “top secret” directive to militarize suppression The revelations center on a “top secret” directive issued on March 3, 2021, by the regime’s Supreme National Security Council. This document, codified after the 2019 nationwide protests, established four escalating levels of unrest. It explicitly ordered that in a severe “armed security situation,” full command authority would shift rapidly from law enforcement to the Islamic Revolutionary Guard Corps (IRGC). Khamenei personally annotated the document, writing, “For now, this compilation should be communicated for two years,” effectively signing the death warrants of thousands of protesters years in advance. The guidelines provided “clear operational plans allocated to the IRGC to use lethal force to kill as many people as needed to stay in power.” Targeting the resistance and the “level number one” enemy A classified document, the 129-page “Comprehensive Security Plan of Tehran,” compiled by the IRGC’s Sarallah Headquarters in the fall of 2024, demonstrates the regime’s specific focus on organized opposition. The plan explicitly identified members of the PMOI/MEK and families of executed dissidents as “level number one” enemies subject to intense monitoring and control. The regime was fully aware of the public’s grievances. The documents admit that “people’s concern and frustration over the repeated fluctuations in the exchange rate” and the resulting market disruptions were fueling dissatisfaction. Yet, rather than addressing the economic collapse caused by their own corruption and nuclear ambitions, the mullahs prepared for war against their own citizens. Anatomy of the January 2026 massacre When protests erupted in January 2026 across hundreds of cities in all 31 provinces, the regime activated its pre-planned suppression apparatus. The uprising, unprecedented in scale, saw students, workers, and women chanting “Death to Khamenei” and “Death to the dictator.” On January 8, the regime declared an “armed security situation,” shifting authority to the IRGC to carry out armed killings. Simultaneously, the Ministry of Communications executed a pre-authorized order to impose internet blackouts, attempting to hide the slaughter from the world. Jafarzadeh noted that this “proves the internet shutdown was not spontaneous. It was written into their playbook.” In a cynical attempt to fracture the movement, the regime also deployed plainclothes agents inside demonstrations. These operatives were instructed to redirect anti-Khamenei chants toward pro-Shah slogans, hoping to confuse the public and divert attention from the real target: Khamenei. A crime against humanity The toll of this premeditated crackdown is devastating. The Iranian Resistance has identified 2,257 martyrs, though the death toll is much higher. Among the identified victims are at least 150 children and 245 women. The brutality described in the reports is harrowing. Regime forces fired indiscriminately on crowds, blinded demonstrators with rubber bullets, stormed hospitals to drag away the wounded, and even forced grieving families to pay for the bullets used to kill their loved ones. “This was not crowd control,” Jafarzadeh emphasized. “This was a crime against humanity.” Despite the bloodshed and the tens of thousands of arrests, the regime has failed to extinguish the flame of resistance. The leaked audio from April 2025, in which intelligence officials bragged about neutralizing threats, stands in stark contrast to the reality of the January uprising. As Jafarzadeh concluded, the massacre has only convinced the people that there is “only one solution — to end the rule of the clerics.”
